What are the key objectives of the scheme Learn and Earn?
The main objectives of this scheme are:

  • Reduce the unemployment rate of minorities during 12th Plan period (2012-17).
  • Conserve and update traditional skills of minorities and establish their linkages with the market.
  • Improve employability of existing workers, school dropouts etc. and ensure their placement.
  • Generate means of better livelihood for marginalized minorities and bring them in the mainstream.
  • Facilitate minorities to avail opportunities in the growing market.
  • Develop potential human resource for the nation.

What will be the areas of focus under Learn and Earn scheme?
The focus areas of this scheme are:

  • Placement oriented training programme for modern trades.
  • Skills Training Programme for Traditional Trades.
  • Training programme will also include soft skills training, basic Information and Technology (I.T) and English training.
  • Project implementing agencies to ensure 75% employment and out of that 50% in organized sector.
  • Mechanism for placement and post placement support.
  • 100% assistance by Ministry of Minority Affairs, Government of India.

Who will be benefitted from ‘Learn and Earn’ scheme?
The scheme will be implemented for the benefit of the 5 notified minority communities under National Commission for Minorities Act 1992(Muslims, Christians, Sikhs, Buddhists and Parsis). However, in the States/UTs where some other minority communities notified by respective State/UT Governments exist, they may also be considered for the program but they will not occupy more than 5% of the total seats

What is Jiyo Parsi scheme?

The scheme is designed only for Parsi community. It will be available for Parsi married couples of child bearing age who seek assistance and adults/young men/women/adolescent boys/girls for diagnosis of diseases.

Investment through P-Notes hits 3-month high of $26 billion
As per share market regulator SEBI, investments into Indian shares through participatory notes (P-Notes), hit a three-month high of Rs 1.65 lakh crore (about $26 billion) in August 2013.

Russia Launches Proton-M Rocket Successfully
Russia has successfully launched a Proton-M rocket with a European communications satellite
Venue: Onboard Baikonur space center in Kazakhstan
Date: 30 September.
Issue: The launch had originally been scheduled for July 21 but was postponed after another Proton-M carrying three satellites worth some $200 million exploded on takeoff on 2 July 2013.

Government Notified GAAR
GAAR:
General anti-avoidance rules,
Reason: It seeks to check tax avoidance by investors routing their funds through tax havens.
With Effect From: It will come into effect from 1 April 2016.
The GAAR will apply

  • To entities availing tax benefit of at least 3 crore rupees.
  • To foreign institutional investors, FIIs that have claimed benefits under any Double Tax Avoidance Agreement (DTAA).
  • Investments made by a non-resident by way of offshore derivative instruments or P-Notes through FIIs, will not be covered by the GAAR provisions.

RBI Banned Zero Percent Interest Rate Schemes for Purchase of Consumer Goods
Action:
  Banned zero per cent interest rate schemes for purchase of consumer goods though credit cards ahead of the festival season.
Reason: The decision has taken in order to protect consumer interest.
Notification to: In this regard Reserve Bank of India issued a notification to all the Schedule Commercial Banks and local area banks.

AirAsia India received NOC from aviation ministry
AirAsia India has announced that it has received a No Objection Certificate (NOC) from the Ministry of Civil Aviation and would apply for Air Operating Permit to launch its operations.
Next Step: To apply to the Directorate General of Civil Aviation (DGCA) for its Scheduled Operator’s Permit (SOP or the flying permit), which is the final step before it can start its flight operations.
The DGCA grants the SOP after inspecting the preparations of a start-up airline to launch flights by examining issues like availability of aircraft, manpower to operate flights as well as on the ground, aircraft parking space at airports and engineering facilities.
The NOC would also enable AirAsia India to import the first of the three aircraft to Chennai, which would be its headquarters.

Indian Athletics Coach A.K.Kutty Died
Eminent athletic coach AK Kutty, who trained some of country’s leading track-and-field stars like M D Valsamma, died on 25 September in Palakkad, Kerala.
He was the coach of Asiad silver medal winning long jumper Mercy Kuttan.
He had also served as trainer for the Railways.A.K. Kutty was conferred the Dronacharya Award in 2010.

Cabinet Approved Methodology For Coal Block Auction
The Cabinet on 24 September approved the methodology for auctioning coal blocks, providing for upfront and production-linked payments and benchmarking of coal sale prices.The methodology provides for auctioning the fully explored coal blocks and also provides for fast tracking the auction by exploration of regionally explored blocks through up gradation of geological data to a reasonable level of certainty.

Rajan Committee’s new methodology to replace ‘special category’ status for devolution of funds to States
The panel set up by the government under the chairmanship of the then Chief Economic Advisor Raghuram Rajan (now RBI governor) has suggested ending the ‘special category’ criteria for providing additional assistance to poorer states
